Political and technological factors have combined to produce a tremendous expansion of short-wave broadcasting, which has in turn led to a congestion on the short wavelengths and to interference. The importance that Communist regimes attach to the battle of the air waves is shown, incidentally, by the curious fact that tiny Albania, with the smallest per capita figures for radio and TV receivers in Europe, broadcasts 564 hours in foreign languages weekly, three times more than Italy and approaching the output of the BBC, which, though it held first place after World War II, now ranks only fifth among the major broadcasters. The USSR, the us and China currently broadcast between two and three times as much as the BBC.

Though the Soviet bloc increased its weekly broadcasts fourfold between 1948 and 1972 and currently broadcasts in eighty languages through extremely powerful transmitters which often manage to blot out other programmes on the same frequency, its spokesmen resort to the same basic ploy as in the arms controversies; they simply put the blame squarely on the other side. We shall deal with the Soviet counter-moves in detail later. At this point, however, a highly revealing Soviet complaint may be singled out:

In 1947 only the BBC and VOA broadcast one hour weekly each in Russian. By 1956, their programmes were increased to 144 hours a week. Today thirty-five foreign stations broadcast daily 200 hours in twenty-two languages of the Soviet peoples. Thirteen of these stations express the standpoint of official imperialistic circles. There are furthermore nine church programmes and some so-called private stations. The latter belong to the so-called grey and black propaganda. They carry on a particularly reckless anti-Soviet incitement and know no restraints as far as the elementary norms of inter-state exchanges are concerned. Such stations are Radio Liberty, Radio Free Europe and others.
